Meet Carota’s Founder & Principal

Jenn Mahan

Jenn Mahan (she/her) is a Reproductive Justice attorney based in Southern Appalachia. Jenn is the Founder and Principal of Carota Flourish Advisors.

While lobbying for improved reproductive care in Maryland jails, she realized her journey toward Birth Justice is tied inextricably to her mother’s incarceration during pregnancy.

From 2021-2025, Jenn served on Birth Justice Bar’s board. In 2026, she became the organization’s first Director.

Jenn has a demonstrated commitment to advancing Reproductive Justice through state policy advocacy, technical assistance, and engagement in deep partnership work.

As Policy Counsel for the National Institute for Reproductive Health, she co-led a Birth Justice Policy Lab comprising grassroots organizations working to advance midwifery in Alabama. Jenn is a former legislative fellow with the Center for Reproductive Rights; provided legal compliance assistance with Regulatory Assistance for Abortion Providers and completed an If/When/How fellowship with SPARK Reproductive Justice NOW.

Inspired by natural landscapes and the use of botanicals to manage pregnancy, Jenn has a knack for designing sculptural floral arrangements.

Her work is motivated by lived experience as a person who has had more than one abortion.
